ABSTRACT

The major purpose of this study was to find out the benefit and constraints of Adult Education Programmes in the Prison: A case study of Oko Prison Benin City. Some assumptions and statement of problems were made and a sample of ninety four (94) respondents consisting of eighteen teachers and seventy-six inmates was used.

Questionnaires were used as the research instrument while the analysis of data involved statistical calculations using frequencies and simple percentages. Based on the findings, some benefits of adult education in prison includes:

Providing opportunities to the inmates to acquire skills and attitude, which enable them to be useful to themselves and other society.

It makes inmates self-employed after learning in prison.

Also prison education enables the long term serving inmates cope with their jail terms.

And some of the constraints includes:

Lack of political will, lack of financial support and lack of adequate manpower.

Base on the findings also the researcher; advance a number of recommendations that adequate funds, manpower and facilities should be made available for the smooth running of Adult Education Programme in prison.

INTRODUCTION

BACKGROUND TO STUDY

This requires little or no effort to convince Nigerians that prison in the country are congested. It may however be difficult to convince most Nigerians that prison terms serving any useful purpose such as punishment and reformation prisons may be responsible for the discussion amived at the international be administration.

The primary purpose of penal establishment is provides a secured humanutely on custody. Rusk (1998) stated that education is a process through which forester in the individual desirable and attitude quite often, the elements of skills, knowledge and its acquisition are right added to give clearer meaning to the concept. Viewed as a process education generally involves the interaction of some educator and the educate. In the process of boost adult education in the prison therefore, the education and criminal justice programme originated at the Paris conference of the international council for adult education (IVAE) in 2002. a number of steps were taken to respond to the interest expressed 2002-2005 in Paris. At the world assembly in 2005 a statement of objective and suggested plains of action were developed. These were subsequently approved by the ICAE programme advisory committee. The objectives of programme are as follows, there are four objectives:

  1. To introduce, develop and gain acceptance as an educational approach in the field of crime prevention.
  2. To persuade national education authorities to take up their natural role in these area:
  3. To persuade national government to adopt penal policies which include the following:
    1. Every person shall be regarded as having an intrinsic dignity and view himself regardless of his condition.
    2. Penal institution shall have as one of their essential purpose at least equal in the development of the individual human prison.
    3. To persuade national government to ask the United Nation to adopt an ICAE draft resolution.
    4. To amend the substandard minimum rules for the treatment of prisoners (IBE, 2006).

Prison cannot finance educational programmes themselves. Hence this was established in prison by the former civilian government of Kano State Late Alhaji Barku Zuwo in 1986 when he was serving seven years jail terms in this research project have decided to discuss in Oko prison Benin City. Furthermore, I also discuss the benefits and constraints of adult education programme obtained in Oko Prison, Benin City, and also have some cite some examples of those prisoners who have actually benefited from these various adult education programme.

STATEMENT OF PROBLEMS

Prison education programmes on Oko Prison, Benin city is definitely good but looking at the various adult education programme in the prison, the major question is how effective are these adult education programmes considering the constraints which are finance, the following questions are raised.

  1. Are these programmes well financed? This is in respect of who finances the programme, if it is government or the prisoners themselves, and if the finance is enough to run the programme.
  2. Are these organisations of these programmes effective?

The purpose of this study is to find out whether there are educational opportunities in Oko prison Benin City and the various adult educational programmes obtained in Oko Prison. It is also to find out whether these programmes have made impact of the inmates moral life, it is hoped that this study will help to encourage the inmates towards participating in the prison education in general.

RESEARCH QUESTIONS

  1. Does the significant relationship between the various adult education programmes in Oko-Prison bring an effect to the available manpower?
  2. Do the significant relationship between the runnings of the various adult education programmes in Oko Prison affects the adequate provision of books.

SIGNIFICANT OF THE STUDY

This research will be of help to all prisoners their educational activities and their various adult education programmes. Finally, the research will also be of benefit to exconvicts and other researcher wishing to improve on the same topic or serve as a basic for similar researcher and studies.

LIMITATIONS OF THE STUDY

It was not possible to cover a wider scope in this study due to various limitations, which was a constraint to the researcher. The constraints were mainly shortage of friends, limited finance and the risk of traveling about gathering fact pertaining to the study.

SCOPE OR DELIMITATIONS OF THE STUDY

This study is a case study on Oko prison, Benin City therefore; the scope of the study shall be limited to Oko Prison.

BASIC ASSUMPTION

The investigation held the following assumptions of the following study.

  1. That there are educational programme in Oko prison, Benin City.
  2. That there are various adult education programmes in Oko prison.

DEFINITION OF TERMS

The following terms are defined according to their use(s) in this study

Prison: This is an institution where those who have committed one crime or the other are kept and which act as a reformation centres to the criminal.

Prisoner’s inmates: These who are living in a prison confinement.

Crime: Offence for which there is severs punishment by law.

Education: This is an act of training a person intellectually morally and physically, the word education has more than one meaning, it means learning training and bringing up. It is a desirable change in human behaviour (Babs Fafunwa, 1989).

Adult education: this is a kind of education, which involved the acquisition of skills and attitudes directed at helping man to develop himself.

Prison education: The refers to the development of knowledge by the inmates to facilitate the amelioration of his general self as an inmates.
