ABSTRACT

The aim of this research work is to appraise the role of entrepreneurship Development: The Role of Government Support Agencies in Enugu State (A Case study of Enugu State Agricultural Development Programme (ENADEP) Enugu).  The broad objective of this research include the following: to identify the challenges impending the effective and efficient implementation of planned programmes for entrepreneurship development in the state.  To ascertain the level at which government have played its role in the development of entrepreneurship in the state.  For a successful completion of this research work, the researcher made use both primary and secondary method of data collection for information gathering, primary data were collected through: Questionnaire administration, oral interview, and personal observation.  Secondary data were collected through; periodicals and journals textbooks, and lecture and note books, and internet.  The data collected were presented in tables and analyzed with simple percentage while the hypotheses stated were tested with chi-square.  The summary of findings made for the purpose of this research study include the following: the researcher discovered that 16% strongly agree that sufficient fund is available to fast track the development of entrepreneurship in Enugu State, 24% agreed, 40% disagree, 14% strongly disagree and 6% undecided.  Therefore, sufficient fund is not available to fast track the development of entrepreneurship in Enugu state.  In conclusion, government support agencies participation in entrepreneurship has encouraged the spirit of entrepreneurship among Enugu state inhabitants.  Government has played its role adequately.  The researcher recommend that the government with its agencies should increase their support for the entrepreneurial/ vocational programs as part of the tertiary education system.

CHAPTER ONE

INTRODUCTION

The purpose of this chapter is to introduce: Entrepreneurship Development: the role of government support agencies in Enugu State. This chapter is subdivided into:

  • BACKGROUND OF THE STUDY

According to Agbaeze (2012) say that every nation whether developing or industrialized, strives after development. Development is not purely an economic phenomenon, however economic progress is an essential component. Regrettably, problems of unemployment as experienced by the education youths and even the uneducated but skilled youths have become more pathetic in many developing economies, despite the neo – liberal strategies in addressing the issue of enhancing human capital.

Entrepreneurial development has been conceived by successive government as a programme of activities to enhance the knowledge, skill, behaviour and attitudes of individual and groups to assume the role of entrepreneurs.

According to Ezeigbo (2010) say that the role of Nigeria government in particular Enugu State should be in the aspect of development of proper strategies through its agencies that would support and enhance entrepreneurial activity in the state. Such strategies have to consider the impact contemporary structural reforms in entrepreneurship, the role of government policies towards entrepreneurship development and market development and the design of policies that are more conducive to the private sector development in Enugu State.

This work aims at identifying the role of government support agencies especially in the Enugu State agricultural development programme.

  • STATEMENT O9F THE PROBLEM

There have been efforts made by the Enugu State government to enhance the development of entrepreneurship in the state through the Enugu State Agricultural Development Programme (ENADEP) for instance Enugu State aimed at informing the educating the farmers

on agricultural issues and at the same time highlighting the activities of ENADEP to the entire reading public. One of its recent projects was to increased food production in Enugu State,

Despite all this efforts by Enugu State government, the Nigeria business environment is characterized by environment degradation and economic stagnation, especially in the developing countries of the world. this has lead to a continuous steady decline in entrepreneurship development in the state.

Therefore the following issues required investigative effort to resolve.

  • To what level have government played its role in entrepreneurship development in the state?
  • To what level have its supportive agencies played in effectively and efficiently implementing planned programmes for entrepreneurship development in the state?
  • Have government support agencies, through its strategies made any impact or facilitating entrepreneurship development in the state?
  • Have government support agencies participation in entrepreneurship development encouraged the spirit of entrepreneurship among Enugu State.
  • OBJECTIVES OF THE STUDY

The study comprises of four objectives, these include:

  1. To identify the challenges impeding the effective and efficient implementation of planned programmes for entrepreneurship development in the state.
  2. To ascertain the level at which government have played its role in the development of entrepreneurship in the state.
  3. To evaluate the adequacy or not of strategies adopted by government support agencies in facilitating entrepreneurship development in the state.
  4. To examine the impact of government support agencies participation in encouraging the spirit of entrepreneurship among Enugu State inhabitants.

 

  • RESEARCH HYPOTHESIS

To effectively direct and guide this study and facilitate data gathering the following hypothesis would be tested:-

Ho:  The impacts of government support agencies participation in entrepreneurship have not encouraged the spirit of entrepreneurship among Enugu State inhabitants.

H1:  The impacts of government support agencies participation in entrepreneurship have encouraged the spirit of entrepreneurship among Enugu State inhabitants.

Ho:  Government have not played its role adequately in the development of entrepreneurship in the state.

H1: Government have played its role adequately in the development of entrepreneurship in the state.

Ho:  There are no challenges impeding the effective and efficient implementation of planned programmes for entrepreneurship development in the state.

Hi:   There are challenges impeding the effective and efficient implementation of planned programmes for entrepreneurship development in the state

Ho:  Adequate strategies have not been adopted by government support agencies in facilitating entrepreneurship development in the state.

  • SIGNIFICANCE OF THE STUDY

The significance of the study lies in the facts that the findings will help the government agencies to know the problem faced by the entrepreneurs and help the policy maker to adjust to the existing tendering policy.

Also the study would highlight the different entrepreneurial programmes which will aid businessmen and managers in the area of decision making, organizing the organizational structures and making out plans.

  • SCOPE OF THE STUDY

The scope of this study covers areas regarding how Nigerian government through its support agencies plays the role of entrepreneurship development, especially in Enugu State.

Also the study will give a boarder view of entrepreneurial recommendation and findings.

  • LIMITATIONS OF THE STUDY

However there were constraint imposed on the researcher this includes the followings.

  • Time : time has been a major constraints that has militated against the realization of the objectives of the research especially the researcher had to carry it out of her time of academic pressure which consume most of her time.
  • Finance: As result of the fact that the researcher is still dependent on his sponsor, finds it very difficult to finance her research.
  • Negative Attitude of Some Respondent: Uncompromising attitudes of respondent posed another research problem to the researcher especially in trying to source materials and collect the required data for the research.
    • DEFINITION OF TERMS
  1. Entrepreneur: Entrepreneurs can be seen as an individual who has the ability to see and evaluate business opportunity, gather the necessary resources to take advantages of them and initiate appropriate action to ensure success.
  2. Entrepreneurship Development: This is the coming into existence in society of the class of individuals who are not limited to place odds.
  3. government agencies: This refers to institutions set up by the government and vested with the responsibilities of regulating and providing varieties of support services to entrepreneurs example of such agencies include:- Enugu State Agricultural development agencies (ENADEP) and Development finance Institution (DEIs).
