ABSTRACT

 

This study is a research of the Enugu State Civil Service Commission the purpose of the study includes:

  1. To find out whether civil servant actually perform below standard.
  2. To find out whether productivity is really declining in the civil services.
  • To find out what the causes are in the civil services.
  1. To find out the measures to be taken in order to arrest the situation.

 

While carrying out the research, the data collection method adopted was the questionnaires, the statistical tool used was chi-square.  A total of one hundred questionnaires were distributed out of which twenty was returned.  The finding from the research questions show that.

  1. Adequate knowledge of job requirement of motivation and the use of official working hours in the civil service. At the end, the research made recommendations, some of them include
  2. Management should improve on the working conditions for the staff so that the organization will achieve its desired goals and without good working condition the staff will not be comfortable to work thereby reducing the effectiveness of their work.
  • They should try and have a communication link between them because communication is one of the tools that lead to effective management, furthermore employ or recruit skilled people morder to have increased out put and to achieve their objectives.
  1. Management should also motivate their worker by paying them their salaries when due.

CHAPTER ONE

INTRODUCTION

1.1     BACK GROUND OF THE STUDY

Productivity has been defined as the increase in goods and services produced per worker within some specified unit of the year it can also be seen as the quality, state or facet of being able to generate, create or bring forth goods and services. There have been consistent public compliant in decline of productivity in the civil service. For this reason, this work is being carried out in order to find out the course of low productivity in the civil service in other to generate or achieve successful result in the program. This work is being carried out to study the Anambra state civil service commission.

However, the historical background of the civil service commission was dated back to the end of colonial rule and post independent period. After the second world war, there were about 14 British Administration in Nigeria. The headquarter of the mine was in Jos which the agriculture and forestry was in Ibadan, field administration  was coordinal from two centre, Kaduna for North and Lagos and last Enugu for the south.

In 1939, Southern Nigeria was split into two regions respectively. The Maspherson constitution of 1951 introduced the appointment of ministers for region and at the centre of the civil service. The duties of all the administrative office were just that of maintaining law and order in the place under the immediate administration centre. It was at the end of World War II that effort were made to achieve some social and economic benefit for Nigerians. It was at that point such office like the department of marketing and export were established. The rapid Nigerianization of civil service and the executive council brought about new conception of the role of the civil service and its roles before and after independence.

1.2   STATEMENT OF THE PROBLEM

  1. How low productivity has affected Anambra State civil service commission since independence
  2. How has little motivation affected the work of civil servants in Anambra State.

iii.   To what extent can qualified personnel in the civil service can be accessed or measured.

1.3   RESEARCH QUESTION

  1. What are the main causes of productivity decline in civil service?
  2. Have civil servants been adequately motivated?

iii. Are qualified personnel employed in the Anambra state civil service commission?

1.4    PURPOSE OF THE STUDY

– To ascertain the extent the decline in productivity has affected the civil service.

–  To identify adequate means of motivation for the Anambra state civil servant.

–  To ascertain if qualified personnel are employed in the Anambra state civil service commission.

1.5   SIGNIFICANCE OF THE STUDY

  1. If the civil servant are being motivated it will bring about high productivity in the civil service commission.
  2. If the right personnel are being employed in civil service commission it will improve productivity in the commission.

1.6    SCOPE OF THE STUDY

The reason of this study focused on the Productivity of the Anambra state Civil Service Commission.

1.7    LIMITATION OF THE STUDY

During the course of this research/study there were many challenges that hindered this work such as:

  1. Lack of finance, during the course of this research there was no money to make some trips from one place to another to collect or get information.
  2. Low response from the personnel of Anambra civil service commission. At the time the questionnaire were distributed to some members of the staff of Anambra state civil service commission some felt reluctant to receive it in the pretext that they were busy with their office work.

1.8    DEFINITION OF TERMS

  1. Productivity: it has been defined as the volume of goods and services produced per worker within some specified unit of the year, weeks, day and hour.

Ii       strategy: according to Chandler (1962) strategy is the determination of long term goal and objectives of an enterprise and the adoption of the cause of action and the allocation of resources of resources necessary to carry out organizational objectives.

Iii      Conception: it is defined as an idea or plan that takes shape in the mind.

Iv      Exclusive: this can be seen as a law making body.

V       Legislature: this has been defined as a law making body.

Vi      Employment: this is defined as the act of bringing a worker in an organization too work.

Vii     Independence: it is defined as the state of being self reliance.

Viii    Motivation: it entails getting the member of the team to pull weight effectively to gain-their loyalty to the group and the last to carry out the activities allocated.

Ix      Improvement: it is defined as an act of making profitable use of anything.

X       Service: this is defined as an even in which an entity takes the responsibility that something desirable happen on the behalf of another entity.

1.9     ORGANIZATION OF THE STUDY

This research work is organized in five chapters, as follows:

Chapter one is concerned with the introduction which consists of the ( background of the study) statement of the problem, objective of the study.

Chapter two is concerned with the review of literature, the theoretical framework and other areas concerning the subject matter.

Chapter three is concerned with the research methodology deals on the research design and methods adopted in the study.

Chapter four is concerned or concentrated on the data collection and analysis and presentation of findings.

Chapter five gives summary, conclusion and recommendation made on the study.
