CHAPTER ONE
INTRODUCTION
Over the years, there have been several issues of students going to the departmental library to pick a copy of project written by another person, not as a guide but to submit the same topic as a research proposal to his/her supervisor without the knowledge of the teacher or supervisor’s recommendation. When approved, the student goes ahead to copy word after words as his/her own. And these are forgery which is against the academic law. Therefore, this project will serve as database for the department of computer science to check mate these abnormality by student. To this end, this project is aim at solving the problem of copying someone else project as his/her own as identified during a seminar presentation in the department of computer science. To solve this problem mentioned above, monitoring software will be designed, to capture relevant information of all project works undertaken and completed in the department. This project will track student by querying the database, using text from the students research work through some parameters of the new project to ascertain whether the work has been done by somebody else. This system would help supervisor to assign topic to students by the recommendation from the previous project.
1.1 Background of Study
In many Universities, Colleges or any Educational Institution in the country, students seek a project in a given field of specialty as part of the upper level of their degree program. Usually, a project can be filled by at most one student, though in some cases a project is suitable for more than one student to work on simultaneously. To give students something of a choice, there should be as wide a range of available projects as possible, and in any case the total number of project places should not be less than the total number of students. Typically a lecturer will also offer a range of projects, but does not necessarily expect that all will be taken up by students.
Each student has preferences over the available projects that he/she finds acceptable, whilst a lecturer will normally have preferences over the students that he/she is willing to supervise. There may also be upper bounds on the number of students that can be assigned to a particular project, and the number of students that a given lecturer is willing to supervise. With the advancement in file saving and retrieval system, an institution cannot afford to be ignorant of the basic tools, which is the driving force behind technological oriented administration. A lot can be achieved if an institution should have a well-organized management system. Students project can easily be allocated to each or group of students without the problem of delayed project allocation from the supervisors or conflict of topic between two individuals or group of students in the same department. Students update can be easily accessed if the database system is enhanced. This project considers the ways of allocating online student project in the university.
This new model will help in tracking any project brought by any student to make sure project works are not copied completely.
This model will be done using a windows application written with Visual studio 2019 Edition.

1.3 Aim and Objectives of the Study:
The aim of this research is to design and implement a Project Allocation System. With the following objectives:
- Stopping forgery
- Storing project for a long period of time
- To stop duplication of topics( i.e. one student to one topic)
1.4 Significance of the Study
Projects provide a flexible framework for engaging students in exploring curricular topics and developing important 21st century skills, such as communication, teamwork, and technology skills. In addition, students are motivated by the fun and creative format and the opportunity to make new friends around the world. For example, teachers, use a school portal for quick and easy management of student accounts and review of project work.
1.5 Scope of Study
The research will center on the design and implementation of Student Online Project Allocation and Management system for the department of computer science in the Federal College of Education Nsugbe.
1.6 Limitations of Study
During research, the researcher encountered a lot of problems in carrying out the research. Such problems are:
1 Time Constraints: Enough time is needed to carry out a detailed research work in order to collect data and other important facts that will be useful to the study. The researcher being a final year student had to share the time for this research. The allotted some of his time to other courses offered in the semester, some to his seminar and the remaining time for this research work (project). At the end, he was restricted to a small sample of information and materials.
2 Financial constraints: This was another limitation to this work because money is needed to carry out a detailed research work which is not easily born by every student. For lack of finance, the author was also restricted to a small sample of material.
1.7 Definition of Terms

TCP/IP (Transmission Control Procedure/Internet Protocol): This is a network implementation developed by us department of defense, it has many commercial users like business area such as super market and pharmacy shop.
Test File: This is textual information stored on a disk with a unique name.
Hyper Link: In a web page is a symbol, button, text, or icon representing a connection to another part of the documents or another document. A click to hyper link switches the user to another location.
Software: is a complete set of executable instructions that tells the computer what to do.
Database: This is an application used to store and manipulate data. It is also a collection of specific related information stored in a specific order or arrangement that allows structured searching and retrieval.
Forgery: It is a crime of fraudulently making or altering a writing or signature
